Property Tax Levy Trends

The CPS property tax levy is projected to increase by 3.8 percent in FY2003, from $ 1.48 billion to $ 1.54 billion. Since FY1999, the levy has risen by 13 percent.

Where do property revenues go? In recent years, property tax revenues have been distributed into four funds. The chart below shows the proposed allocation for FY2003. This mirrors the distribution in recent years.

The vast majority of property tax receipts are used for General Fund purposes. Approximately 74 percent of the levy, or $ 1.1 billion, will be deposited into the General Fund in FY2003. The second largest amount, $ 276 million, will be used for the Public Building Commission Operations and Maintenance (PBC O & M) Fund. This fund supports the repair and maintenance of CPS buildings. 5 percent of the levy will be used for the Workers and Unemployment Compensation Tort Immunity Fund and 3 percent for Public Building Commission lease rental payments.

After-School Programs
After-school programs such as Lighthouse, social centers and sports programs continue to be an
asset to our students, and will remain a part of our FY2002 budget. Lighthouse, which provides at risk
students with one hour of instruction and one hour of recreational activities, is funded for $ 15
million in nearly 425 elementary schools for approximately 130,000 students. Additionally, $ 2.5
million is funded for a new High School Lighthouse program that will serve approximately 30,000
students.

Other after-school initiatives continuing this fiscal year include the Homework Club, which offers
tutoring and homework support; Social Center, funded at $ 1.5 million to provide academic and
recreational activities to approximately 59,000 students; and Sports Programs for approximately
25,000 students, which are funded at $ 5.85 million with new sports for girls, such as lacrosse, water
polo and fast-pitch softball to ensure compliance with Title IX.

Summer School Programs
Educators know too well that learning does not stop in the summer months. This is why CPS offers a
variety of programs to engage our students in academic enhancements and positive activities year
round. During FY2002, our Summer Jobs program will be funded at $ 5 million for a total of 5,000
jobs for students. Also included is the Summer Bridge program, which is funded at $ 30 million and expected to serve approximately 75,000 students. (This is very difficult to believe, when many kids
could not find summer work in 2001. Who got those jobs, or that money?) Step Ahead is another one of our continuing summer programs, which offers optional and fee-based academic stimulation to students during the summer. And for an additional 10,000 students is the Mayor Summer Initiative 2001, funded at $ 2 million to focus on music, sports and the arts.
